Safety Policy

The Company’s aim is to ensure the safety of all personnel, ships and cargo. The Company ensures that all matters of Safety are dealt with in a manner agreeable to all related National and International Rules and Regulations through the Company’s Safety Management System.
 

Implementation of Safety Policy

LEMISSOLER places the highest emphasis on ‘safe ship operation’.
LEMISSOLER undertakes the responsibilities to achieve such safe ship operation in accordance with the requirements of the IMO convention of the Safety of Life at Sea (SOLAS’ 74), the International Safety Management Code (ISM Code), other National and International  requirements and Classification Rules. For this purpose it has appointed a Designated Person (DPA), responsible for monitoring the Safety Management System.
The Company also requires the Masters to appoint a Shipboard Safety Officer to monitor Safety. However the Master of a vessel is responsible for reviewing and implementing the onboard Safety Procedures, having due regard to the existing circumstances and conditions, in order to preserve the safety of the vessels, cargo and persons. The Master may exercise his overriding authority regarding safety matters.

Safety of Personnel

To ensure Safety of Personnel onboard, Lemissoler has established several levels of pro active safety: 

  • Employment of qualified seafarers, experienced in the ship's particular type and trade.
  • Establishing the official communication language(s) for shipboard, shore based and ship-shore communications. 
  • Performing Briefing and Familiarisation of Masters, officers and crew in order to ensure that all new personnel on board are well familiar with the Safety Management System. 
  • Onboard continuous training for maximum familiarization with the use of the Safety Equipment and acquirement of maximum knowledge of the risks involved in the type, trade and operation of the vessel. 
  • Requirement for onboard Safety Meetings and safety reports back to Lemissoler. 
  • Maintaining Safety Equipment in good working condition. 
  • Onboard checks by visiting superintendents. 
  • Efficient ship shore reporting for matters concerning safety. 
  • Commitment to a Healthy and Safe working environment. 
  • Acknowledgement for the necessity of onboard security procedures for combating acts of piracy, terrorism and sabotage. 
  • Requirement for Office Safety Meetings and transmitting important findings to the vessels.

Navigational Safety

When the vessel is in operation, either under way, or at anchor, the Company will ensure that:
  • The vessel is always seaworthy.
  • Proper watchkeeping is carried out by competent officers, both on the bridge and in the engine room. 
  • Proper voyage planning and navigation is being carried out. 
  • Charts and Nautical Publications are available and kept corrected up to date. 
  • Navigational Equipment and the ship's Machinery are available and functioning. 
  • Enforcement of the Company’s Drug and Alcohol Policy. 
  • Watertightness and weathertightness are maintained. 
  • The vessel's stability is adequate at all times. 

Safety of Cargo

The Company recognises that the ultimate purpose of the vessel is to safely load, stow, carry and discharge cargo; therefore, it will ensure that procedures required for the carriage of an intended cargo will be available and implemented to safeguard the safe transit of such cargo. Correct loading and discharging shall be performed to avoid structural over stressing and/or overloading and to preserve safety.

Safe Management

To Control and monitor the implementation, maintenance and improvement of its Safety Policy, Lemissoler maintains procedures for “shipboard monitoring” and for “shore based monitoring”.

Shipboard Monitoring

  • Investigation and reporting to the office, the findings of all personal accidents and hazardous incidents.
  • Recording and reporting to the office all safety deficiencies. 
  • Carrying out Safety drills, Safety inspections and Safety meetings at scheduled intervals and report the results to the Company.
  • Verifying compliance with the safety procedures by means of checklists and logbook entries.

Shore Based Monitoring

  • Reviewing of the ship's reports, draw conclusions and make appropriate recommendations.
  • Reviewing and analysing accidents and hazardous incidents. 
  • Reviewing the Safety policy and acknowledging to the vessel any updating and/or revisions. 
  • Monitoring and verifying maintenance of safety standards by onboard inspections and making appropriate recommendations based on findings. 
  • Implement action based on recommendations made and follow up recommended action and/or giving reasons why such recommendations are not implemented.

Emergency Preparedness

Lemissoler prepared the necessary Emergency Response Plans, both for the Shipboard and the Shore Based Management to be able to deal with emergency situations endangering the lives of personnel, the safety of the ship, the cargo/passengers and/or the environment.
For a prompt and efficient response to an emergency incident the Company ensures that Emergency Response Plans are available both onboard and ashore.  These prescribe measures to be taken for dealing with identical emergencies and are contained in the Office Emergency Response Manual (OERM) and the Ship’s Emergency Response Manuals (SERM). Such procedures include provisions for:

  • An Emergency Response Team is created with adequate and qualified manpower, with detailed allocation of duties and responsibilities
  • Back up arrangements in case of a prolonged emergency 
  • Checklists appropriate to the type of emergency are available 
  • Reporting methods for both vessels and shore
  • Dealing with the media and the public 
  • Contacting and dealing with next of kin 
  • Advising the Owners, Authorities, Insurances, Class and other relevant parties and seek assistance as required
